EB3的priority date是指?

對這個問題我一直很困惑。網上也沒查到。

對於中國人，印度人，菲律賓人，我查到今年4月485 EB3的PD到4/1/02了。請問大家這個cut-off date是指
1. 隻有PD早於4/1/02的才可以遞交485申請，還是
2. 所有已經申請了485(EB3 class)的，隻有PD早於4/1/02的才會被審批。

比如PD是9/2002,但是485申請2003就已經遞交了，是不是還是得等到PD的處理時間更新到9/2002時，case才有可能被審批？
