According to my understanding, you don't need to apply for TRV separately. You just send your work permit application materials as well as your spouse's to Canadian Embassy or Consulate. You only need to pay the application fee for work permit, not for TRV. If you work permit is approved, you will get a TRV and a work permit approval letter. However, work permit won't be issued from Canadian Embassy or Consulate. You will get your work permit at the port-of-entry with your approval letter. Of course, you need TRV to enter Canada.
If you already have a TRV, you can apply for your work permit at the port-of-entry.
