-Technically, your parent can apply for the SB-1 visa to come back by providing the evidences shuch as the doctor's diagnosis, the proof of treatments such as surgery, hospital bills from the hospital. These evidences must be very convincing on preventing him/her from return to US on time.

 

The problem is that SB-1 application is somewhat complicate and it takes longer time and only your parent (father or mother) who has the illness can apply for it. Also, the approval rate of SB-1 visa application is low unless the evidences are very strongly convincing. By the way, your another parent who is healthy needs to come back to US before his/her stay in China reaches one year.
