本人TN已在美國工作超過10年，在移民局網站查符合EB-2 ， 碩士+ 10年工作經驗 +永久職位， 想讓雇主file I-140。  我的問題是

我目前這種情況，雇主隻需file I-140 還是 必須提供Labor certification (ETA Form 9089) 一起. 幾年前提過，雇主不願意file 9089。

-Your employer must file ETA Form 9089 to DOL (i.e., PERM Labor certification process) and get it approved. Then, your employer can file I-140.

第二個問題是I-140 filing fee, 可以自付費用還是必須雇主付？

-The employer needs to pay the I-140 filing fee.
