我父母是2014年８月左右得到綠卡，2014年９月左右得到MediCAL 白卡,

-Medical is issued by California State and this benefit does not belong to Public charge. You can read the information about Medical which clearly addresses it.

2019年８月左右州政府發信來要求他們去申請紅藍卡，2019年9月左右得到紅藍卡．

-After getting green for five years, the green card holder who is at least 65 years old has the right to get medicare from Federal Goverment, but need to pay much higher premium if he has not worked in US for 40 quarters. Read the Medicare requirements for immigrants (i.e. green card holders). So, your parents do not have the public charge.

Note: public charge means you use the benefits that you are not qualified for based on the immigration law.
