The problem is that your child F2 status has been invalid (no legal status currently), so if he/she files B2 application now, then only the F1 is approved, then B2 can be approved later. Thus, your child status will be B2, not F1 (B2 overrides the F1). If the F1 is denied, then the B2 also will be denied.
Thus, why do you want your child to apply for B2?
