目前狀況：海歸帶綠卡。大部分時間在中國。回國之前和之後來來回回積累了30個月在美國的時間。海歸前辦理了白皮書（9月過期）。有下麵三個問題：
1. 年底拿綠卡滿5年，想申請公民。看到有一條規定說在申請公民前需要在residence的地方呆三個月，有人說不用，想確認一下是否一定需要在申請前呆滿3個月？ 在國內工作，來帶3個月比較麻煩
-You don't need to wait/live for 3 months if you file N-400 in the state which you paid the state tax for the last few years when you worked in China.
" I have resided in the district or state in which I am applying for citizenship for the last three months."
2. 白皮書9月份過期。這個月去美國。如果年底（12月）再來美國（申請公民），現在還需要在辦一次白皮書嗎？
-Dpends on whether you still want to stay in China for longer time.
3. 由於在這次來美呆的時間較短，如果申請白皮書，肯定無法等到打指紋的通知之後離開。有沒有可能在申請接受後先去local office 打指紋呢？
