NVC 是美國在中國的大使館嗎？如果轉到NVC for process，多長時間她能拿到綠卡？是需要去廣州打指紋嗎？

還有我公公的綠卡在今年６月批了, 但婆婆不能來，他不想一個人來，８老師，能你告訴我如何給我公公辦白皮書，這樣他現在不來，也能保住他的綠卡。等婆婆綠卡批了，他們可以一起來美國。他們快８０歲了，辦綠卡有沒有對老人的優先權？
