By the way,

you don't have to have the I-130 approval notice if the beneficiary are in China to apply for the immigration visa. USCIS will forward the I-130 approval document to NVC. Then, NVC will send the instructions when the PD is current and you just follow the NVC instructions to provide what they ask.
