為我弟辦F4. 他太太跟前夫有一女，離婚後跟前夫。前夫基本不在家，女孩跟著祖父母，感覺好可憐，想讓她跟我弟一家一起移民。我提過讓我弟收養她，

Because your brother married the child's mother before the child turns 16, the child can be your brother's step-child to immigrant to US together with your brother and the child's mother (your sister-in-law) as long as the child is < 21 when your brother applies for the immigration visa. But the child needs to be under custody by the mother (your brother's wife) before she applies for the immigration visa.

可是我弟一家的經濟條件也很差，加上其他問題，現在一個兒子都管不過來。好像收養手續也很麻煩，我弟和弟媳都是沒有執行能力的人，我也不知道最後能不能辦好收養。我的問題是，如果這女孩不被我弟正式收養，是不是也可以一起移民，按她是弟媳的女兒算？

女孩現在8歲多，排期2006年12月。我想她以後應該至少可以在她媽媽來了以後申請她，但是為了女孩的前途著想，還是想她越早來越好
