Technically, she can not get the H-1 status no matter whether she becomes a Canadian or is still a Chinese citizen. The CBP officer at the port will not issue the H-1 I-94 to her even if she becomes a Canadian citizen unless the CBP officer does not realize her J-1 history or the officer make mistake (this is not uncommon, and even if some J-1 holders get the H-1 within US). Also, H-1 petition has to filed by the employer and be approved by USCIS first within US, then she can get the H-1 I-94 at the port of entry if she travels outside US even if she is Canadian. This is different from TN status.
