表哥小孩要因私申請來美。聽說一定要有資產抵押美領館才能發B-2？

表哥家裏沒有任何房產， 銀行存款也隻有1～2萬人民幣。怎麽辦呢？表哥找到他老母要求把他小孩名字加上去，然後拿去美領館申請B-2，
