1) my parents' B2 visa expired on Sep 10th 2008, does that mean they qualify that new visa policy as long as the re apply B2 visa before Sep 9th this year?

2) if my parents are granted for B2 visa, does the visa normally valid for 6 month?

>> Normally one year.

 And as long as my parents enter US before the visa expire date, do they normally get 6 months from the date they enter US on their I94?

3) if I apply citizenship in 3 years and sponsor my brother's family, say in 2015, my nephew will be 10 years old then. I acknowledge that the siblings application takes longer, more than 10 years. So, can my nephew still come with my brother if they are granted the green card even though he will be over 21?
