請教8老師，皮老師及各位大拿--- 關於父母綠卡申請

My mom married again after my father died.

Now I want to get my mom and step-father to US and apply green cards for them. But my step-father can't come now.

My questions are:

1 Could I apply green card for them when my mom is in US and my step-father is in China? If I could, what kind of material should I prepare and how to apply?

2 I heard it is easier to apply green card in US. So if my stepfather wants to get a B visa and comes to US. What should I prepare for him?
