With their agreement, I hired my own attorney. My attorney asked the HR for H1B documents and the check for H1 filing fee. The HR officer told my attorney that she would send out the documents soon, but " the check will still be a few weeks out because you all are new vendors."
Why are they doing this?
-It seems the Business Account payable Department need to create a new vendor# for your attorney/USCIS so that they can pay the fee to your attorney and it takes some time.
I think it is required the regular filing fee for H1 B to be paid by the employer.
I have already contacted my attorney for some suggestions. What would happen if I missed the starting day?
-It does not matter as long as the employer has no problem about that you start to work for them a liitle late. Contact your HR for details. You need to be polite and patient to deal with these people.
A new offer? Or start from the very begining?
