Pjiang and 8-teacher: some puzzles, simple questions

Briefly:  got an offer--> got LCA approved--> move on to H1 B premium processing.

    With their agreement, I hired my own attorney. My attorney asked the HR for H1B documents and the check for H1 filing fee. The HR officer told my attorney that she would send out the documents soon, but " the check will still be a few weeks out because you all are new vendors."

   Why are they doing this? I think it is required the regular filing fee for H1 B to be paid by the employer.
   I have already contacted my attorney for some suggestions. What would happen if I missed the starting day? A new offer? Or start from the very begining?
