my friends got H1 using "statement of completment". I did exactly the same thing as they did. I guess I was unlucky. The secretary in my department helped me filing the case. She said that she had filed many H1 like this, and had never met this kind of situation, especially through premium processing. I will ask around. I appreciate your suggestions.
