Who is "2nd officer"? -- 2nd tier officer.

Which is "那邊"? -- processing center.

There is always something out there out of your control even though you have tried your best. Keep records/evidence of your efforts, in case to appeal the denial. --- 連皮匠老師都說這話了，看來我隻能傻等杯具了，可是連個RFE notice都能給寄丟了，我還能指望他們把denial notice順順利利寄給我？
