Normally, you can just go to local police station for fingerprinting. And you will find the card stated clearly where you'll send based on what you need. And the instrcutions for you to send to FBI should be clear from Canadian bulletin. The only step that is not stated is: you need to send a letter of intent along with your fingerprint card to state clearly and shortly what do you want. And they require a clearly printed money order for the procssing fee.
