if your attorney says Canada is ok, she/he may have some evidence supporting her/his advice. I think you can claim all the losses associated with the trouble caused by their mistakes. I will request for compensation for all my troubles. If refused, I will go to small claim court to suit University aministration. The cost is about 100 dollars for filing the law suit in small claim court.
