J1 problem : 2 weeks for 2 year service

My friend stayed in a lab only for two weeks. For some reason, she had to go back to China. Immediately, she has 2 years' service duty. Although she has a good offer now, she must make a waiver first.

Question 1: Can she make a J1 waiver in China?

Question 2: Can she come to US without waiver?

She is now in hot water. I hope some J1 expert can give her answers.
