一歲多幼兒單獨申請B1/B2簽證

想讓我父母明年把我弟的兒子帶來玩。父母有綠卡，所以需給侄子單獨申請B1/B2簽證.請問，這種情況下，到時候簽證應該誰跟他去呢？最好用什麽理由來說服簽證官給簽證呢？我弟是2006年排期的親屬移民。我們是公民。
