Your spouse (非中印出生者) has to appy for the green card (filing I-485) together with you either as your your dependent or you are the dependent. Then, you can use the PD/visa number for that country. Your spouse I-485 does can be filed later or earlier than yours.

But if your spouse does not apply for the GC, you can not use his/her country's PD/visa number.
