if 140 withdrawn, i can't get 3 years extension, but why not one year extension based on the approved LC? Unless withdrawn 140 automatically invalidate the LC?
-Read my above response carefully. Your PERM was invalid after it was approved for > 6 months and that is why you can not use to do anything (can not get any benefits from it) in this case.
