H1-F1 then H4,need H1B quota?

I was H1B in 2001, then got laidoff and changed status to F1, later to H4. If I find an employer and change my status to H1B again, is this an H1B transfer which has nothing to do with the H1B quota or appling for a new H1B which is subject to the quota?

Please Help. Thank you.
