I called INS myself today

I called INS today about this question. The lady on the line could not answer this question but she transferred me to an immigration specialist. The Specialist said I need a new H1B quota and the new H1B will deduct my original H1B years and my H4 years. I saw 範毅禹律師's article bbfish mentioned but I think the Specialist's answer is the correct one.
