Urgent question: US immigration for my sister via I-130

I desperately need advice on how to proceed to next step. Here are the sequential events:
I-130 was filed for my sister, her hu*****and, her daughter in Feb, 2000;
My sister and her hu*****and got a divorce in 2008;
I-130 was approved at the beginning of 2009;
NVC notified us to file affidavit of support and pay visa application fee for my sister, her ex-hu*****and, her daughter in March, 2010; We have not filed it yet;
The priority date on NVC visa bulletin as of March 2010 is January, 2000;
My sister and her hu*****and are thinking of re-marrying each other within next month.

My questions are:
1. Should I wait until they are married again, then pay the visa fees and file the affidavit of support?
2. Should I notify NVC regarding their divorce and re-marrying status prior of payment? Or Should I write a letter to them after I make the payment and file affidavit of support?
3. Or should I ignore the divorce and re-marrying part, and let them deal with during interview at Guangzhou embassy?
4. Would this affect the application of my sister's hu*****and?

Please advice. I am running out of ideas. Thanks so much.
