My questions are:
1. Should I wait until they are married again, then pay the visa fees and file the affidavit of support?
-I think this will be the better way.

2. Should I notify NVC regarding their divorce and re-marrying status prior of payment? Or Should I write a letter to them after I make the payment and file affidavit of support?
-You had better write a letter to inform NVC your sister's marriage status (divoiced and remarried) and you want her ex-hu*****and'name to be removed from the GC application and replaced by her new hu*****and. Then, pay the fee and complete the I-864 (affidavit of support) with her new hu*****and' name. Ask your sister to send her 離婚公證書和新的結婚公證書 to you and then, enclose the copies of these 公證書 with your explanation letter and the I-864 form a nd other required documents in one packet and send the packet to NVC. Keep following up after you send the packet one month or two months.

3. Or should I ignore the divorce and re-marrying part, and let them deal with during interview at Guangzhou embassy?
-You had better inform NVC because the divorce has been occurred.

4. Would this affect the application of my sister's hu*****and?
-No.
