Special handling PERM just saves the PERM advertisement time (not need advertisement), but there is not difference from the regular PERM in the priority date (the same priority date between special handling PERM and the regular PERM). The PD of EB2 PERM for 老中和印度阿三 may need five years to be current, and that means the time saving from the special handling PERM (several months) is meanless because you still need to wait for the same time length (e.g. five years) to file I-485 whether you use special handling PERM or regular PERM.

If the PD is current (e.g. other country born applicant), special handling is faster because the employer does not need to advertise the position and can directly file PERM. If PERM is approved, the applicant can file I-140 amd I-485 concurrently.
