我第一個問題應當改一下：公司可以不通過律師申請H1B嗎，在第一次是通過律師的情況下？(我們小公司，沒有HR，如果公司可以申請的話，基本就是我準備材料，小米以公司名義遞上去）。謝謝！

You do not need to pay the training fee ($1500 or $750) to USCIS if this is your second time H1 extension (if you extended your h1 before with the same employer). Also, you do not need to apy the anti-fraud fee ($500).
