Local office is the USCIS local office in your area where you are supposed to get the emergency AP. You can find it from this website:

要預約嗎？
-Usually you need 預約 online.You can make an appointment using InfoPass (https://infopass.uscis.gov/info_en.php). I am not sure whether you can just walk-in without an appointment under an emergency. I remember people could just walk-in without an appointment sevral years ago, but maybe you can not do that now and you may have to make an appointment in advance.
