1.Is this email very normal to be received? Because I haven't seen any case like that.
-Yes, it is very normal for some people to receive such notices.
2.Would that cause any negative effects to my wife's green card? Cause as you know, our I-485s are based on my wife's140.

3.And there is one sentence in the mail I couldn't understand. "we certified our approval of this case and sent it to the appropriate appellate body for review." What is the meaning of the "appropriate appellate body"?
-The appellate body is some kind of panel dealing with appeal. In your wife's case, the initial review of the adjudicator is favorable to your wife I-140 and he/she has approved the case. But he/she is not sure about the decision and hence it has been referred to a higher official. This Process is called "CERTIFICATION". This happens under two circumstances:
1. Head quarters has instructed the adjudicators to certify certain predefined cases, patterns of cases or patterns of facts.

2 The case is very complex or the facts/arguments for the case are so "novel" (lifted directly from the regulation/SOP), that it requires a review.
