strange H1-B process, for help

My company sponsor me to apply H1-B, my company's attorney will handle this case, but he does not have any idea about how to do it, and I propose to hire an attorney myself to handle the whole process, but my company will not allow my attorney to fill in form for provailing wage and LCA. and I heard that there are only about 1000 quota left for 2005( is it true, please comfirm it), I ZHAOYI HAOXIANG REGUO SHANG DE MAYI, but my company's attorney move slowly like snail. I have to do research myself, then tell my company's HR and attorney how to do next.poor me.
Here is my process for apply for H1-B, can anyone check my list to see whether I miss any item, thank you so much. and if the process is right, I am glad to share this experience with others who need it.

H1-B application Procedures:
Step 1: Get prevailing wage information
Step 2: apply for LCA. LCA first require employers to seek labor certification through the U.S. Department of Labor (DOL).
Step 3: file an I-129 Petition for a Nonimmigrant Worker.the employer must petition the Bureau of Citizenship and Immigration Services (BCIS) for a visa.
With approved LCA and various supporting documents( see supporting documents list)

2.1 Petition fee: $185
2.2 Premium Process fee: $1000

3.4 Visa Stamp
3.5 Copy of passport
3.6 Copy of I-20
3.7 Copy of EAD(employment authorization card)

3.9 Copy of Driver License.

Education & Training, professional certification
3.10 Copy of Diploma from University
3.12 Official transcripts from University
3.14 Copy of Certified certifications.
