More questions about H1 -> H4

My PERM was approved last month. My hu*****and is on his fifth year of H1 and is being layoff. My questions are:
1) Can he extend his H1 after 6 years, next year? 2) When can he re-start working? 3) Can he hold H4 until 485 approved? no 6 years limition for H4? Thanks again.
