Does this mean that you don't need to be physically outside of US for 1 year to get a new 6 year H1B visa (subject to quota of course)?

If this is the case, if you used up H1B 6 year limit, then switched to other visa, then you probably don't need to be physically outside of US to get a new 6 year H1B visa.

What I heard before is that you need to be physically outside of US to get a new 6 year H1B visa.
