that box is for tradition/RIR to PERM conversion and was a new addition since 2006. In 2005 when PERM was very new and without this box, some people who had RIR in backlog center but also filed PERM may cause the RIR case deemed withdrawn, a disaster. This newly added box eliminated the confusion.
