Of course you need one, especially the part about you (section J, K,...) or something like ETA750B. That is the only place you list your own qualifications (not the previous person's resume) for anyone that seeks EB2 or EB3 I-140. And all three parties will sign that. In the certify section, you will refer to the enclosed original LC. Or if the original LC was filed in support of an previous I-140, you explain it, enclose the I-140 number and proof of I-140 withdrawn (for the previous person).
