Can I ask University C to file my H1B transfer from University A and after receiving the receipt, I can ask University B to withdraw their transfer?
-Yes,tecnically it is feasible. Have you still worked for Univ. A now or worked for Univ. B alreay? Because the transfer from A to C, you need provide the recent paycheck stubs (from A) to USCIS. That may be a problem if you work for B now. But if you just work for B for very short period of time (e.g. one month around), your paycheck stubs from A still can be used for the transfer from A to C.
