My question is whether I can transfer my H1B visa to university C from A when H1B visa transfer to B from A is pending?
-Technically, yes. But practically, you had better ask University B to withdraw the transfer first, and then, you can do the H1 transfer from Univ. A to C.
Otherwise USCIS may feel confused, and thus not approve the transfer if you do several transfers nearly at the same time.
