You got to impose USCIS use the same logic for 7% country quatas well as the China-India visa number split. If you can not lobby them to use your rule, you will absolutely the loser. Remember you have to be the rule maker, not the rule follower, not only for the visa quata, but your position in a company, the country position in the world for currency, for everything.
