From the cited RFE language, USCIS is not satisfied with evidence you submitted show you have a Ph.D. in the appropriate field of study. If you submit the trans without any other proof (degree evaluation or letter from a reputed English professor), USCIS may reject the I-140.
You need to consult with an immigration attorney because it involves your labor certification and advertisment.
