It is a complex question.

If the RFE requests evidence to prove you have a Ph.D. in English, you may have a problem because the diploma itself does not seem to be consistent with the degree requirement.

If that is the case, you may have a degree evaluation: the professional degree evaluation agency will evaluate your trans in Ph.D. to see whether your Ph.D. study is equivalent to a Ph.D. in English. Maybe, Curicumlum, Instruction, and Media Technology is a subfield of English. If you can't get a degree evaluation in your favor, you may find some English professors to prove your case.
