haven't receive any receipt after 1 year

I sent out my I-751 on Apr 4, 2007 and I checked they they cashed my check on Apr 6 and wrote a WAC number on the back of the check (from my bank's online record with the image of the cashed check). I never receive any receipt. I went to the local USCIS office 3 times.

First time (last May/June), they gave me a I551 stamp on my passport for 2 months (as my conditional GC was expiring) and saying I should receive the receipt by then.

Second time (last July/Aug) I went to the USCIS office, they said from the WAC number (the one I saw from the cashed check) that they searched in the system, they are processing it and the guy said they may not send out receipt letter sometimes (like if they run out of paper etc --WHAT AN EXCUSE!). That officier had a very bad attitude and refused to stamp a 1-year extension stamp on my passport. He asked me to go back to the USCIS office to look for him if I do not receive the receipt letter in another month.

Third time (last Sept), I went back in a month and happened to meet the same officier. He was still saying my case is being process and he said it doesn't matter if I receive the receipt notice or not. Anyway, he give me the 1 year extension I551 stamp on my passport.

Then, in February 2008, I receive a letter for the biometric appointment. The letter doesn't have my SSN number and it has a DIFFERENT WAC number on it. I think they probably mess up my case/doc and I don't know what went wrong. Anyway, I had my fingerprint done in early March and currently still waiting from them.

The I551 stamp on my passport will expire this July. I guess if I still haven't hear from them by then, I will need to get another stamp or I may try N400 without the I751 result.
