whether I can apply for EB1B

I am a new assistant professor in a small university. 4 Journal papers but just 2 citation. >10 presentations in the international conferences. IEEE, MRS members. No big award and no report in the news paper. References are from Taiwan, Singapore, Britan and US.

Wonder whether I am qualified for the EB1B?
