持第三國護照J1WAIVER

我在86年持J1進入美國公派自,88年後去歐洲工作學習了十多年,01持H1B進入美國.現在綠卡已到I485階段.USCIS現在忽然要我J1WAIVER,因為J1上有兩年回國服務要求.可是中國使館不肯為持第三國護照的出具NO OBJECTION LETTER.
有沒有同類情況嗬,請幫幫忙!!!
