"PP guarantees a decision within 15 days, otherwise 2-3 mos or longer.". Is this for O visa or H1B? Or any type of visa application?

Like in April 2007 the H1B applications is much more than the cap and there need to be a lucky draw, so those PP can know decision within 15days but non-PP people have to wait for 3 months or more?
