小白兔，皮匠等老師,Please help

我是J１，去年得到waiver， 那時我兒子在中國， 不是J２， 因此沒有包括他。現在他拿到J２簽證將要來美，有人講我兒子need to waiver，對嗎
如果他沒waiver必須回國２年嗎， 後悔讓他去簽證，因為我２００８年１月將換H１， 那時給他申請H４就好了。

如果他雖然拿到 J２簽證，但不來美國直到2008,６月３０日失效，是否就不受回國２年限製，１年後直接持H４入境.
