Teacher Pjiang, Xiao Baitu and other experts, Please help!

First of all, I would like to thank you all for your helpful answers to my previous questions!

I just realized from DHL tracking system that my lost I-140 package (mailed on July 26) was found on Aug. 17th and re-delivered to USCIS on Aug. 20th. Will USCIS accept my application with the old fee ($195) under July Bulletin? I am preparing for another application and wondering if I need to re-file this new one.
