申請美國學生簽證, 急!!!

我是加拿大的international student. 我今年8月3去紐約讀書, 8月30號開學. 學校說還要過一段時間才能把I-20表給我寄來, 另外現在多倫多已經沒free appointment slot了...

如果我過去六年都住的是多倫多, 我可以去別的城市(比如ottawa)簽嗎? 要什麽時候簽才趕得上8月30號開學?

另外, 如果我過去六年都住在加拿大的話, 我怎麽show "Proof of ties/residence to a country outside the U.S. which the applicant has no intentions of abandoning "?
