Quit PHD after your H1 is filed in BCIS. Then you can wait in US while your H1 is pending. But you will not be able to start work until H1 is approved.

As for if your dept will sponsor your H1, it will depend on how strongly your boss want you and his/her relationship with the dept, as pointed out by Jia Dr.
